International letter or postcard

Priority and Economy letters

You can send standard international letters to all countries at two different delivery speeds. When you want to send letter items affordably and there is no rush, choose the Economy letter. Priority letters are delivered all over the world with fast connections.

Economy letters leave Finland within a week of mailing. The items are delivered to the recipients based on the delivery times in the destination country. You can send an Economy letter or card weighing less than 20 g using a domestic no-value indicator stamp.

Priority letters are delivered all over the world the weekday following the mailing. Use an international no-value indicator stamp when sending a Priority letter or postcard weighing less than 20 g from Finland to abroad.

Follow these steps:

  • Attach the stamp to the top right-hand corner and remember to add the name of the country to the address as instructed.

  • Remember to always mark “Priority” or “Economy” on the envelope, either with a label or by writing.

  • Drop off the item in a mailbox. You can also bring the letter to any Posti service point that offers all of Posti's services (including Letter Services). See all service points.

Note! If the letter contains goods and you are sending it outside of the EU, please read the instructions on how to register the letter.

Maxi letter

When sending goods larger than letter size (Economy or Priority letters), choose the Maxi letter. The Maxi letter is a larger sized Priority letter. See the price list.

You can send a Maxi letter at any Posti service point that offers all of Posti's services (including Letter Services). See all service points.

How to send a Maxi letter

  • Please check the country-specific information for any restrictions and additional instructions.

  • Pack the item. Make sure that the item does not exceed the maximum dimensions. The letter may have a total circumference of 90 cm (length + width + thickness), however the maximum length is 60 cm.

  • The postage fee can be paid by stamps or at the service point.

  • Write the sender and recipient information and the text "Priority" on the packaging.

  • If the letter contains goods and you are sending it outside of the EU, please read the instructions on how to register the letter.

  • Drop the item off at a Posti service point that offers Letter Services.

Maxi letters are dispatched from Finland to the destination country the weekday following the mailing.

Depending on the country, the Maxi letter is delivered to the recipient by mail delivery without signature, or the recipient is given a notice of arrival, in which case the item can be picked up at the local post office.

The storage period of items varies from two weeks to two months, depending on the country. Undeliverable items are returned to the sender. The reason for non-delivery is marked on the item.

Please note that Maxi letters are not tracked. Loss, damage or delay of standard Maxi letters will not be compensated for.

International trackable letters

Exprès letter

The trackable Exprès letter offers a faster letter service for urgent goods. This express letter is delivered without the recipient's signature. Please check the country-specific information to see if an express letter can be sent to the destination country and if the letter can be tracked in that country.

Attach an Exprès barcode label and an Exprès label to the item. These are available at Posti service points. You can also try the prepaid Exprès envelopes.

You can send an Exprès letter at any Posti service point that offers all of Posti's services. Express letters (or prepaid Exprès envelopes) cannot be dropped off in a mailbox or at any Posti service point that only handles parcel services. See all service points.

Do you need proof of delivery?

If the item is a registered or insured letter, you can purchase an additional service that provides a certificate of handing the item over to the recipient. At the service point, tell the attendant that you need a service called advice of delivery ('saantitodistus').

In most countries, the certificate is signed by both the recipient and the deliverer, in some countries only by the deliverer. A receipt is also given of mailing the item.

International insured item

Some countries allow you to send a Priority letter with postal insurance. Starting 1 January 2026, international insured letters may contain documents only, not goods. For more information, see Frequently Asked Questions. You can send an insured item at any Posti service point that offers all of Posti's services, including Letter Services. See all service points.

The insured item service is not available for all destination countries. Some countries do not allow sending cash or valuables by mail at all. Check the restrictions from the country-specific information.

The price of an insured item is based on the weight of the item and any additional services.

How to send an insured item:

  • A strong envelope or a letter bag are handy for packaging items. Do not use transparent parcels or window envelopes.

  • Write the sender and the recipient information on top of the item.

  • Bring the letter to a service point that offers Letter Services. The attendant will attach the necessary markings to the letter. An Insured Letter cannot be dropped off in a mailbox or at a service point that only handles parcel services.

Insured items are dispatched from Finland to the destination country on the next weekday or on the first available connection.

What does the postal insurance cover?

Postal Insurance covers damage up to the insured value. If any damage occurs, it must be substantiated. In case of damages, we recommend keeping a receipt, for example, showing the value of the contents of the item.

Postal insurance only covers direct damage and does not cover, for example, antique, collectible or sentimental value. If your item has such value, we recommend checking out the insurance policies offered by insurance companies.

Customs declaration information

Sending goods outside the EU? Please register a standard letter before mailing it.

Letters containing goods addressed outside the EU must be registered before mailing. Non-EU countries, such as the US or the UK, do not accept letters containing goods if the letter has not been registered or does not have a customs slip.

By registering the letter, you can ensure that it reaches its destination.

How to mail a letter containing goods outside the EU:

  1. Go to the registration page for letters containing goods and enter the information.

  2. Click on the link to print out the CN22 customs slip.

  3. Fill out the slip and sign it.

  4. Place the filled-out customs slip on top of the envelope, on the left-hand side corner, for example.

  5. Write the names and addresses of the sender and the recipient on the envelope as usual.

  6. Attach a sufficient number of international stamps. See the price list for more information.

  7. Drop the item off in a mailbox. You can also bring it to any Posti service point that offers all of Posti's services, including Letter Services. See all service points.

No printer?

  1. First, get the CN22 customs slip from a service point that also handles Letter Services. See our service points

  2. Fill out the customs slip and sign it.

  3. Go to the registration page for letters containing goods and enter the information. Add the code shown on the slip.

  4. Continue as with a printed slip.

You do not need customs slips or other official documents when sending:

  • goods to EU countries

  • a standard letter that doesn’t contain goods

  • an item for a person with a visual impairment

  • documents.

Please note that, when sending documents, you can use a customs slip to speed up or facilitate the customs process. The customs slip offers useful information if the item is thick and looks like it may contain goods, for example.

Letter content restrictions

Items must not contain dangerous goods, objects or other hazardous or prohibited items.

  • Items must not contain any substances or products that are prohibited by the Universal Postal Union (UPU), by air transport regulations or by Posti’s General Delivery Terms.

  • Please check the country-specific information for prohibitions and restrictions.

Frequently asked questions

What changes?

From 30 Dec 2025, international registered and insured letters may only contain documents. Goods can no longer be sent in these products. Registration and insurance add-on services will be removed from maxi letters.

These changes do not apply to Finland or Åland.

Why the change? Based on UPU international decisions. The goal is to ensure contents in Registered letters or insured letters are documents, not goods.

Document = paper-based content that is not a physical item or merchandise. Examples of documents: letters, contracts, passport, certificates, licences (e.g. driving licence).

Is a photo a document? Yes, e.g., a photo or Christmas card is a document.

Is a bank card a document? No, a bank card is not a document.

Banknotes are being considered documents, but the destination country may interpret differently from Finnish Post → shipment may be returned.

Sending money is prohibited to many countries → always check country-specific rules.

  • No, if the shipment contains only a document with no monetary value.

  • Yes, if the document has value or must be declared, read country information.

  • It is recommended to include CN22 if the contents look like goods (e.g., passport, thick magazine, decorated condolence card).

  • CN22 is not required within EU countries.

With a domestic no-value indicator stamp, you can send a letter or a card weighing less than 20 g abroad in the Economy class.

If, in addition to the domestic no-value indicator stamp, you attach a stamp valued at EUR 0.20, you can send a letter or a card weighing less than 20 g abroad in the Priority class. Please note! Remember to mark “Priority” or “Economy” on the envelope, either with a label or by writing.

When dispatching goods outside the EU, precise electronic information on the parties to the mailing and the contents of the item is required for customs clearance. These requirements come from the regulations of the Universal Postal Union (UPU).

Posti will not use the information, but will forward it to the destination country's customs via the postal services of the transit and destination countries.

The postal services of the destination country may return the item to the sender and it will not reach the recipient. For example, the US and the UK do not accept letters containing goods unless they are registered or have a customs slip.

It is important for the sender to report the information, because Posti cannot report the information on behalf of the sender.

When sending goods by letter to the US or elsewhere outside the EU, you must report the contents of the letter and the details of the sender and recipient. They must be reported both electronically and on the letter with a CN22 customs slip. Register the contents of the letter electronically before sending the letter. Print out the CN22 customs slip and attach it on the letter. The United States Customs and Border Protection has tightened controls on international postal items. The US will no longer accept deliveries of goods if their content information is missing or not fully disclosed.
