For consumers: The United States will no longer accept goods that lack content information

In accordance with the international regulation reform, complete advance information will be required on the contents of postal items (letters and parcels) containing goods that are sent outside the EU. The information is delivered to the postal operator of the destination country and the potential transit country and forwarded to customs authorities, for example. The reform entered into force in early 2021. The U.S. Customs and Border Protection, for example, has now tightened checks on international postal items. As of September 1, items will be returned from the U.S. if they lack sufficient content information. What to do when sending goods to the U.S. and outside the EU If you are paying with cash and sending the item outside the EU, report the content information for the goods using the customs declaration CN22 or CN23, both on the item and electronically. The information is delivered to the necessary parties when you fill it out in our web service at posti.fi or when you visit a Posti outlet. Required information:

  • Full name and address information of the sender and recipient

  • Content information: • An accurate description and quantity of the goods in English, for example, “men’s cotton shirt, 2 pcs” • The weight of each item in kg, for example, the above-mentioned shirts, a total of 0.45 kg • The value and currency of each good, e.g., EUR 48.60 • The total weight of the item • The total value and currency of the item.

Add a filled-out CN22 customs declaration with a bar code on top of letter items (electronically filled out at https://www.posti.fi/en/private/letters-and-mail/send-a-letter-or-postcard/international-letters-and-cards/registration-of-international-letter and then attached to the letter as a printout or a label). The printout or label must be signed and dated. If the value of the contents of the letter exceeds SDR 300 (about EUR 350), also attach a CN23 customs declaration in accordance with the instructions of the destination country. If necessary, you can print out a CN23 customs declaration on the Posti website or pick up a declaration at a Posti outlet.
