Russia’s military operations in Ukraine have caused changes to the delivery of international items. As of March 15, 2022, Posti has decided to temporarily suspend international express item services for companies and consumers, i.e. express letters and goods (EMS items), to Russia and Belarus. These items are not subject to the statutory obligation imposed on Posti.
All items other than express letters and EMS items will be delivered normally. Mail delivery between Russia and Finland as well as Belarus and Finland is a statutory obligation imposed on Posti. The Ministry of Transport and Communications represents Finland in the Universal Postal Union (UPU), and the Finnish Transport and Communications Agency (Traficom) is the authority supervising Posti’s operations.
Posti is part of the European postal network and it aims to keep mail delivery to and from Ukraine to Europe in operation. Transportation connections that were cut off at the beginning of the war were restored on March 3, 2022, by using exceptional routes. The aim is to have letter mail and parcels delivered to Ukraine with as little delay as possible.
