Settling disputes
Mailbox location
If the mail recipient and Posti fail to reach a mutual understanding on the location of the mailbox, a resolution to the matter may be requested from the building supervision authority of the municipality.
Delivery plan
Within 60 days of having been notified of the delivery plan completion, one may request the Finnish Communications Regulatory Authority to resolve the legality of the delivery plan.
Procedural differences and similitudes
The municipality may provide a resolution of the specific location of an individual mailbox. The Finnish Communications Regulatory Authority may provide resolutions on the legality of the delivery plan at a more general level. In its resolutions, the Finnish Communications Regulatory Authority does not give an opinion concerning the positioning of individual mailboxes.
Resolutions made by the municipality and the Finnish Communications Regulatory Authority may be appealed to the appropriate administrative court and further to the Supreme Administrative Court.
In both cases of dispute, Posti is entitled to interrupt mail delivery until the matter has been resolved by the force of law.
