Import clearance of incoming mail shipments

Shipments arriving from outside the EU countries or the special regions outside the EU excise and value-added tax area may require customs clearance. Shipments are directed to customs clearance on a decision of Finnish Customs. Itella sends the recipient a notice of arrival of the shipment to be declared.

The shipments that do not require customs clearance are delivered to the recipient or directed to the recipient's nearest post office to be collected.

Finnish Customs calculates the clearance fee and the taxes based on the shipment's declaration value. The overall fee includes the shipment expenses.

Recipients may choose from three options for how the customs clearance is handled:

1. Itella offers customs clearance services to both consumer and corporate customers.

Shipments declared through the customs are delivered to the customer or the nearest Posti shop or postal outlet to be collected. The service is charged on the basis of Posti's Tariffs and Rates for Services. Itella also charges the possible clearance fees and taxes.

2. You can also declare your shipment yourself at customs offices.

After the shipment has been delivered to the customs office of your choice, you will receive a notice of arrival.

  • Hanko, Hamina, Customs post at Helsinki Airport, Imatra, Jyväskylä, Karigasniemi, Kilpisjärvi, Kivilompolo (Hetta), Kokkola, Kotka, Kouvola, kuusamo, Lahti, Lappeenranta, Loviisa, Maarianhamina, Oulu, Pori, Rauma, Salla, Tampere, Tornio, Turku, Utsjoki and Vaasa.

3. If the customer so chooses, he or she may also issue a written authorization for a representative to declare the shipment on his or her behalf.
